HCPSS has increased minority representation by 2.3% over the last 5 years, but lags behind the state average for growth and for overall representation. 29.3% of instructional staff hired, promoted, or returned from leave were members of a racial or ethnic minority group. Ongoing continuous improvement efforts include working with Coppin State University and other HBCUs to identify potential student-teacher candidates to work in HCPSS.
A challenge not unique to HCPSS is finding qualified candidates to fill high-needs areas such as library media, ESOL, and special education. Enrollment in Maryland based teacher preparation programs fell by 41% over the last decade. Approximately half of the new teachers coming into HCPSS annually are from other states. A statewide strategy focusing on increasing over all teacher education enrollment in high need content areas would benefit not just HCPSS, but all districts in Maryland.
